Anne C. Richard, Vice President of Government Relations and Advocacy

Anne C. Richard is the IRC’s vice president of government relations and advocacy.  Based in Washington, D.C., she leads the IRC’s relations with the executive branch, Congress, and the NGO community; she also guides the IRC’s global advocacy efforts working closely with IRC headquarters in New York.  Ms. Richard has met with senior UN and government officials and visited refugees and IRC staff overseas (Afghanistan, Pakistan, Thailand, Burma/Myanmar, Jordan, Syria, Liberia, Kenya, Southern Sudan, Uganda) and in several US cities. She joined the IRC in 2004.

From 1999-2001, Ms. Richard was the chief adviser for budget and planning for Secretary of State Madeleine Albright.  From 1997 to 1999, Ms. Richard was the deputy chief financial officer of the Peace Corps.  Earlier, she served in the State Department and at the U.S. Office of Management and Budget.

From 1993 to 1994, Ms. Richard was an International Affairs Fellow of the Council on Foreign Relations and was part of the team that created the International Crisis Group.  From 1985 to 1986, she was a fellow of the Robert Bosch Foundation in Germany.  She first joined the U.S. government in 1984 as a Presidential Management Intern.  

Ms. Richard has a B.S. in Foreign Service from Georgetown University and an M.A. in Public Policy Studies from the University of Chicago.  She is a member of the Council on Foreign Relations and serves on the boards of the Henry L. Stimson Center and the US Global Leadership Coalition.
